Police Report Card gives a balanced view of North Yorkshire Police

North Yorkshire Police and Police Authority have today (Thursday 11 March 2010) welcomed the new Police Report Card, which will be published on the new mypolice.org.uk website by Her Majesty's Inspector of Constabulary (HMIC) from Saturday 14 March 2010.

The report card is a new performance framework for assessing how well all Police Forces have achieved against certain criteria.

Building on individual inspections throughout the year, the report card seeks to give a rounded assessment of North Yorkshire Police and all 43 report cards in England and Wales will underpin the annual 'State of the Service' report by HMIC; the first of which is expected in April 2010. The card has looked at the following four domains:

Local Crime and Policing

Protection from serious harm

Confidence and Satisfaction

Value For Money

Within each of these domains, individual component areas were individually assessed and graded where appropriate.

Fair assessments were given for each of the domains except Value for Money which remains ungraded nationally.

Of the component areas, excellence was graded for the Force's primary goal of reducing crime. This is a reflection of the continual decrease in reported crime - further decreased by over 10% in April - December 2009 compared to the same time in 2008. Excellence was also graded for the perception of anti-social behaviour (ASB).

This was evidenced in the latest British Crime Survey data which showed that the fewest percentage of people in England and Wales who perceived ASB to be a problem lived in the North Yorkshire policing area.

As well as giving the grades for the headline categories, the new website will allow users to read a commentary against those grades giving a greater understanding of the grades awarded and progresses made within the policing area.

Chief Constable Grahame Maxwell said: "Whilst we welcome this report and acknowledge those areas where we have been assessed as either meeting the standard, good or excellent, we know the areas of work in which we have to improve.

"One of the things that we must be, and are, focussing on is making sure you know, as a member of the public, what we are doing with partners and local councils to tackle the crime and anti-social behaviour issues that matter in your area.

"We are continually looking at ways in which we can improve the service we give to you; whether that is through organisational reviews or the ways in which we are able to feedback to you as a victim, witness or member of the community.

"North Yorkshire and the City of York is one of the safest policing areas in the country, and we are all fortunate to live or work here. It is not an accident that North Yorkshire is that way; it is down to the hard work of all officers and staff who work for North Yorkshire Police, partner agencies and communities.

"The report card gives a balanced view of what we have already achieved and highlights improvements made in certain areas. One area that we have improved greatly on is that of 'investigating major crime'. The commentary explains that, following a new inspection in 2009, we have made significant progress since the last full inspection in 2008 and are now deemed to be meeting the standard.

"Continual and sustained improvement in policing is paramount for us and we look forward to working with partners, councils, the public and Police Authority to achieve the best possible policing service for North Yorkshire and the City of York through our Safer Neighbourhoods philosophy."

Chairman of the Police Authority Jane Kenyon said: "This report is consistent with information that has been presented to us throughout this last year, and the Authority members have sought to challenge the Chief Constable and his team in improving the service particularly around the Policing Pledge and confidence measures. Successes have been and are being delivered and, as representatives of your communities, the Authority will continue to monitor developments and seek reassurances that these domains and component areas are being improved.

"We have been working with the Chief Officers at North Yorkshire Police to ensure that the policing plan due to be issued on 1 April 2010 not only reflects the desires and needs of communities, neighbourhoods and service requirements of the force, but that it is also focussed on those areas already identified not only through this report card but also internal processes.

"The publication of the card and launch of the new website mypolice.org.uk gives us a solid baseline on which to move forward, and I can reassure you that the members will continue to represent your community in holding the Chief Constable to account so that you not only remain safe but feel safe, and have confidence in your police service."
